The Project

The Challenge

Graham Ellis Associates (GEA) were commissioned by Harlow Council to assist them with a new build Pavilion, due to the old existing building being having safety issues and being vandalised.

The works comprise of Refurbishment, alterations, and extensions to the existing fire damaged single storey sports pavilion to provide new accommodation and facilities for a Karate Club and changing rooms for Football teams playing on adjacent pitches.

The accommodation comprises an extension to form a new sports hall, demolition of existing internal walls and partitions to provide male and female changing rooms, changing rooms for officials, offices etc.

The external walls are of traditional construction supporting an insulated metal clad roof on prefabricated timber trusses with pressed metal rainwater goods.  The building is to be rewired with associated M&E services.  Externally paths and paving’s, storm and foul water drainage, upgrading existing fence and landscaping.

Additionally, other works were required off site, to the adjacent car park, offsite drainage, drainage to football pitches (by Specialist) and works to existing lighting columns etc.

An initial Budget was set of £639,299.20. However, the scope of works changed which increased the project costs.

After competitive tendering and detailed analysis, the preferred Principal Contractor was Borras Construction Ltd (Borras).

The Remedy

GEA were tasked with providing the most cost-effective solution to deal with the problems encountered by the Councils failing Pavilion.

A detailed Options Appraisal was undertaken to establish the most cost-effective solution.

The works comprised the following:

  • Refurbishment, alterations and extensions to the existing fire damaged single storey sports pavilion.
  • Provide new accommodation and facilities for a Karate Club.
  • Provide changing rooms for Football teams playing on adjacent pitches.
  • The external walls are of traditional construction supporting an insulated metal clad roof.
  • Installation of prefabricated timber trusses with pressed metal rainwater goods.
  • The building is to be rewired with associated M&E services.
  • Installing external paths and paving’s, storm and foul water drainage.
  • Upgrading existing fence and landscaping.
  • Repair works to existing tarmac carpark.

The completed project also addressed the following issues:

  • Preventing closure of the Pavilion.
  • Reducing maintenance costs.
  • Removal of asbestos.
  • Improving energy efficiency.
  • Provide new and additional facilities for the local community and local sports clubs.

Before Commencement on Site:

GEA chair a pre commencement meeting on site, with all the parties present, to establish and agree the following:

  • The Contractors Programme
  • To sign the Contract Document
  • To discuss any obligations imposed by the Employer on the Contractor.
  • To discuss the site access route and position of the compound.
  • To agree Health and Safety rules, CDM Compliance.
  • To agree a start date on site after mobilisation of the Contractor

During the Project:

Weekly site visits were made by GEA to monitor progress on site.

A photographic record was maintained throughout the contract period on site.

Monthly site meetings were chaired and minuted by GEA and distributed to Harlow Council and the project team.

Monthly Financial Reports were provided to the Client to ‘firm up’ costs of any provisional sums or variations which occurred during the construction phase and to forecast the anticipated Final Account figure.

The End Result:

The project achieved Practical Completion and to an excellent standard of workmanship.

The project was eventually over budget, due to various unforeseen issues during construction process. However, the Council were kept fully informed with monthly financial reports during the construction phase, as to the anticipated final cost.

The before, during and after photographs show a vast aesthetic improvement to the refurbished Pavilion.

The Professional Team

GEA were appointed as Contract Administrators, Quantity Surveyors, Principal Designers and Project Managers.

The successful Main Contractor (Borras Construction Limited) was notified and a Programme for the works was agreed.

Professional Fees were charged at 5% of the Contract Value.

Consultancy Services – Pre and Post Contract

The services provided by GEA on this project were as follows:

  • Budget Estimates, Feasibility Studies.
  • Agreeing scope of the works for the project with Council.
  • Advice on Procurement and Contract Selection.
  • Preparing Tender Documents.
  • Analysing Tenders returned, preparing a Tender Report with recommendations.
  • Producing Site Specific Scope of Works for the site and agreeing the Contract Sum with the Contractor.
  • Monitoring Contractor’s Progress on site.
  • Cost control – Interim Valuation payments and Financial Statements.
  • Monitoring Health & Safety on site.
  • Agreement of Contractors Final Account.
  • Sign off at Practical Completion (PC).
